Our purpose-You will be part of the largest skills development fund in Pakistan. PSDF’s purpose is to shape the future and well-being of our poor and vulnerable youth by giving them access to skills training of the highest standard so they can find sustainable employment and income-generating opportunities in Pakistan and beyond.
The impact we have created-PSDF started its operations in the 4 poorest districts of Punjab. Since 2016, the geographical remit has expanded to the entire 36 districts of Punjab. PSDF has trained almost 300,000 underprivileged youth across Punjab, which includes 180,000+ male and 110,000+ female graduates. These graduates have been trained in approximately 250 demand-driven and market relevant trades across 10 sectors.

How the Role looks like
The Head of Monitoring and Evaluation (M&E) is responsible for overseeing and managing all aspects of monitoring, evaluation, compliance and operational activities within PSDF. This role involves developing and implementing strategies, Business Rules, and procedures to ensure effective monitoring, evaluation and compliance with internal and external stakeholders.
The primary job responsibilities for this role that will be carried out are:
- Develop and implement a comprehensive monitoring and evaluation framework:
- Design and implement a monitoring and evaluation framework to assess program outcomes and impact.
- Develop data collection tools, methodologies, and systems to track progress and measure results.
- Establish key performance indicators and targets to monitor and measure program progress.
- Ensure data quality and integrity through rigorous The Head of M&E plays a critical role in providing accurate and timely information to support decision-making processes and ensure program effectiveness and accountability data verification and validation processes.
- Lead the monitoring and evaluation team in collecting, analyzing and interpreting data.
- Plan regular field visits to monitor program implementation and assess compliance.
- Identify strengths, weaknesses, and areas for improvement based on findings for new projects.
- Develop and implement compliance policies and procedures to ensure adherence to organizational guidelines and changing requirements.
- Monitor program activities to ensure compliance with funding agency regulations and contractual obligations.
- Assist internal and external audits to assess compliance with established policies and procedures.
- Provide guidance and training to staff on M&E and compliance-related matters.
- Prepare and present regular reports on program performance, evaluation findings, and compliance status to senior management and stakeholders.
- Collaborate with program teams to ensure that monitoring and evaluation findings are used for program improvement and decision-making.
- Provide training and capacity-building support to staff and partners on monitoring, evaluation, and compliance principles and practices.
What do we expect you to achieve?
To perform effectively as Head of Monitoring and Evaluation (M&E), the Key Performance Indicators for this role are:
- 100% compliance with allocated budget
- 100% Alignment of M&E plans with organizational objectives
- Awareness of TSPs & Third Party Monitors about M&E business rules
- Minimum non-compliances with business rules
- Planned vs. actual progress of schemes
- Planned vs. actual performance of TSPs
- Timely preparation and submission of reports
- Timely conduct of examination and result announcement

Are you the right fit for this Job?
To apply, you must have:
- Master’s degree in Economics / Social Sciences / Management Sciences or MBA or any relevant / similar degree from an HEC-recognized / accredited university.
- A minimum of 10 years of experience and 3 years of experience at a senior management level in relevant / similar field.
To perform effectively as Head of Monitoring and Evaluation (M&E), the functional requirements are:
- Detailed knowledge of monitoring system design
- Familiarity with compliance requirements and regulations in the relevant sector or industry.
- Excellent analytical and problem-solving skills, with the ability to interpret and communicate complex data effectively.
- Strong leadership and team management skills, with the ability to motivate and mentor staff.
- Excellent communication and interpersonal skills, with the ability to build relationships and collaborate with stakeholders.
- Proficiency in data analysis and visualization software, strong understanding of DBMS, data collection and analysis techniques, and the ability to use M&E tools and software effectively.
- Knowledge of AMS and web-based data collection tools is preferable
- Knowledge of project management principles and practices.
- Demonstrated commitment to ethical standards and integrity.
